1080×2400 is the native resolution of many Android phones, so it is the first size most developers try. It is 2.22 times taller than it is wide, and Google caps the ratio at 2:1. Play Console rejects it.
1080×2160 is exactly at the 2:1 limit and is valid. So is 1080×1920 (16:9). But other common phone resolutions fail too — 1440×2960, for example, because 2960 is more than twice 1440. Always divide the long side by the short side before exporting.
Both targets satisfy Google's rules as exported.

Phones, 7-inch tablets, and 10-inch tablets are separate device types in Play Console, each with its own 8-screenshot slot. For large screens Google asks for at least 4 screenshots and recommends a 16:9 landscape or 9:16 portrait frame — both well inside the 2:1 cap.
To qualify for certain Play recommendation formats, Google highly recommends at least four phone screenshots at minimum 1080px resolution: 16:9 landscape (at least 1920×1080) or 9:16 portrait (at least 1080×1920). Games need at least three.

No. 2400 is more than twice 1080, so it breaks Google's rule that the maximum dimension can't be more than twice the minimum dimension. Crop or pad to 1080×2160 or 1080×1920 instead.
